Display Energy Certificates are certificates highlighting the energy performance of public buildings (or parts of buildings intended/altered for a particular function) having a total useful floor area of more than 500m2. They are intended to raise the public's awareness of energy performance. From 1st October 2008, organisations providing public services within such buildings have been obliged to display their DEC in a prominent place where it can be easily seen by the public. An affected organisation must hold a valid advisory report which gives recommendations on how energy efficiency can be achieved.
The DEC rates buildings on an efficiency scale of A-G where A is most efficient and G the least. The Operational Rating of a building depends upon ints average annual carbon dioxide emissions per unit floor area and is calculated from a benchmark for buildings of similar size & use.
A government document explaining DECs in detail can be found here.
